Commission Document named to Lieutenant Richard Hill, United States Navy: printed in black ink, on a moisture-resistant paper stock, featuring an etching of a spread-winged eagle with two ships in the background at the top, inscribed "William Howard Taft / President of the United States of America. / TO ALL WHO SHALL THESE PRESENTS. / Greeting: / Knew Ye, that reposing special Trust and Confidence in the Patriotism, Valour, Fidelity and Abilities of Richard Hill. I have nominated, and by and with the advice and consent of the Senate, do appoint him a Lieutenant, junior grade in the Navy, frm the 13th day of September 1911, in the service of the UNITED STATES. He is therefore carefully and diligently, to discharge the Duties of a Lieutenant, junior grade, by doing and performing all Manner of Things thereto belonging. And I do strictly charge and require, all Officers, Seamen and Marines, under his Command to be obedient to his Orders as a Lieutenant, junior grade. And he is to observe and follow such Orders and Directions from time to time as he shall receive from me: or the future PRESIDENT of the United States of America, or his Superior Officer set over him: according to the Rules and Discipline of THE NAVY. Framed Artist's Portrait of Colonel Huntington-Hill, United States Army: in black and white on an off-white paper stock, illustrating Hill in his dress uniform, with braid and rank shoulder board, U.S. and shield as collar insignia, wearing a ribbon bar with two ribbons, one of which display four bronze stars, along with Army Expert Marksmanship Qualification Badge with three clasps on his left breast, marked "MICHALLET" vertically in the margin at the upper left, artist signed and dated '38 (1938) at the lower right, the image area measuring 335 mm (w) x 380 mm (h), under glass in a 485 mm (w) x 530 mm (h) black-finished wooden frame, the reverse inscribed in black "Col. Huntington-Hill, U.S. Army" on the kraft paper covering, with a wire strung between metal loops on either side for wall hanging, exhibiting a small drip stain at the top of the portrait, along with scattered edge wear on the black finished wooden frame.
