Footnote: The medal was issued in 1928 on the occasion of the tenth anniversary of Lithuanian independence and between 1928 and 1940 some 44,000 of the 50,000 medals produced were bestowed on those known as the "book smugglers" who spread books printed in the Lithuanian language during the period of its prohibition, on participants of the Independence War of 1918-1920, on Knights of the Cross of Vytis, on members of the 1923 Klaipeda uprising and on those who rendered public service in the early days of independence (1918-1919). The medal was designed by the Lithuanian sculptor Juozas Zikaras and manufactured by Huguenin Frères at Le Locle in Switzerland.
