What's a max bid?

BY THE GOVERNMENT OF CEYLON TO THOSE WHO VOLUNTARILY GAVE THEIR SERVICES OVERSEAS IN THE GREAT WAR 1914 1919", reverse illustrating a front-facing, winged, classically robed and laureate female representing Victory, seated on a throne, a laurel wreath in her raised right hand and a shield with the coat-of-arms of Ceylon in her left hand, blank recipient plaque at her feet, with a skull and spiked helmet below, 45 mm x 52.2 mm, oxidation spot on the obverse, better than extremely fine.
