During this period of intense autarky and agricultural hardship, his work focused on the state-controlled organization of rural labor through the Hermandades Sindicales de Labradores y Ganaderos (Farmers' and Ranchers' Syndical Brotherhoods). He was instrumental in managing social welfare programs and housing projects for the rural poor, even having an "ultra-cheap" housing development in Burgos named after him. His leadership in these provincial agricultural structures eventually propelled him to the national stage, where he became the Secretary of the National Service of the Hermandades, a role that earned him the Order of Agricultural Merit for his influence on Spain's mid-century rural policy.

https://www.emedals.com/products/spain-fascist-state-an-imperial-order-of-the-yoke-and-arrows-commander-in-gold-and-diamonds-to-emilio-anton-crespo-c1945-eu24665
